The reconstruction of New Orleans is going to be a mammoth
task.  The scale calls for something resembling the WPA projects,
and it would be a wonderful opportunity for the residents to have good
jobs rebuilding their communities.

What does Bush do?  He suspends the Davis Bacon act which will allow contractors to pay sub standard wages because this is an emergency. 

This is just another in a long line of class warfare actions that continue
to make our country more and more like a third world for everyone
except the rich.
